For Tenants

The Winona Housing and Redevelopment Authority works with our tenants to maintain a safe and healthy climate in the developments. If you have any questions concerning your tenant handbook, your lease or your apartment, please phone or visit our office. Your suggestions and ideas for improvements to your housing area will be given thoughtful consideration.

The Winona HRA agrees to the following responsibilities:

  • To provide decent, safe and sanitary housing for residents at reasonable rates
  • To instruct you in economical and intelligent maintenance of your apartment
  • Prompt responses to your request for repairs, adjustments and other manners concerning the welfare of you and your family
  • Fair and impartial treatment of all tenants

In exchange, your responsibilities will be:

  • To realize this is a non-profit organization run for your benefit. On time rent payments are appreciated.
  • To care for your apartment by keeping it clean and sanitary, and by insuring the grounds, walks and other outside areas are clean and orderly. This is not a big job if you do it on a day to day basis.

Payment of Rent

Rent is due and payable by mail or at the office at 1756 Kraemer Drive on the first day of each month. A five working day grace period is granted before late fees and notices are applied.  Payments should be made out to: Winona Housing and Redevelopment Authority (or WHRA).  The preferred method of payment is by Money Order,  attainable at many area businesses (Kwik Trips, Hy-Vee, Wal-Mart and all area banks).

Maintenance Hours and Information

Maintenance staff is available from 7:30 to 4 p.m., Monday through Friday. (Excluding Holidays)

For non-emergency repairs, call 452-2146

If a maintenance person does not answer the call, leave a message on the answering machine. Be sure to leave your name, address, apartment number, telephone number and your repair request.

For emergency repairs, call 312-0354 (EMERGENCY – AFTER HOURS/WEEKENDS/HOLIDAYS ONLY)

This number is for emergency use ONLY (furnace not working, burst pipes, FIRES). Maintenance staff will determine all emergency service.
